Is there free data recovery software that has no recovery limits?

I need to recover data from a disk, but every tool I try hits an “upgrade to recover” paywall. I’m looking for truly free data recovery software that doesn’t limit how much you can recover (no “upgrade to recover” or file-size caps). I only need a one-time solution and don’t want to pay unless absolutely necessary.
